The main focus of this study is to survey how new technologies have developed and brought changes into the concept of sovereignty. The concept has had different definitions: sometimes has been extended to include any subject, but at another time under the influence of certain phenomena viewed as limited.This study , explaining the concept of sovereignty, extends to information era and makes a hypothesis that the advanced communication and information technology , providing people with  free access to information and increased awareness and reducing the cost of process and transmission of information, Has paved the way  for the emergence of new actors in International Relations. With the empowerment of these new actors, the sovereignty lost its traditional sense (absolute, indivisible and permanent) and developed into responsibility. In regard to the impact of technologies on the concept of sovereignty, we can distinguish between two types of sovereignty:  legal and operational sovereignty. The paper concluded that the constitutional sovereignty has been challenged by the information revolution while the operational sovereignty has faced enormous technical and cost challenges.</strong> <strong>چکیده</strong><br /> اکثریت آثار موجود در زمینه فناوری اطلاعات و ارتباطات پیشرفته و تحول مفهوم حاکمیت بیشتر به چالش‌های پیشروی حاکمیت نظر داشته‌اند. اما تحقیق حاضر به دنبال چگونگی تأثیر این فناوری‌ها بر تحول مفهومی حاکمیت است. این مفهوم ضمن داشتن تعاریف گوناگون، در برهه‌ای از زمان بسط یافته و هر موضوعی را در صلاحیت خود دانسته و در برهه‌ای دیگر تحت تأثیر پدیده یا عاملی خاص قبض یافته است. بررسی یاد شده، ضمن تبیین و توضیح مفهومی حاکمیت، به عصر اطلاعات می‌رسد و فرضیه خود را اینگونه مطرح می‌سازد که فناوری اطلاعات و ارتباطات پیشرفته با دسترسی آزاد و گسترده افراد به اطلاعات و افزایش آگاهی آنها، و با کاهش چشمگیر هزینه‌ی پردازش و انتقال اطلاعات، زمینه بروز کنشگران جدید را فراهم ساخته و با توانا ساختن این کنشگران (الگوهای جدید اقتدار)، باعث می‌گردد حاکمیت، آن مفهوم سنتی خود (مطلق، تقسیم‌ناپذیر و دایمی بودن) را از دست دهد و بیشتر معنای مسئولیت به خود بگیرد. در مورد تاثیرگذاری فناوری‌ها بر مفهوم تحولی حاکمیت می‌توان قائل به تمییز بین دو نوع حاکمیت قانونی و عملیاتی گردید؛ اولی به وسیله انقلاب اطلاعاتی کمتر به چالش کشیده شده، اما دومی از لحاظ تکنیکی و هم از لحاظ هزینه با چالش اساسی مواجه شده است. https://politicalstudy.ihcs.ac.ir/article_2141_5d6646aad9bcc0be55b2c82f69750387.pdf
