Despite the introduction of this theory in Iran and the correspondence of its main indices with Iranian belief and legal bases, rarely a serious movement has emerged to fulfil good governance in Iran. Though this matter is related to politics, there are some obstacles to execute it in the state and political system. Through reviewing previous studies with documentary method, this article shows that the main challenge of good governance in Iran is that it deals with applicable political culture, so that for each good governance index there are political culture indices that prevents the fulfilment of those indices.
