Based on the perspectives of Imam Khomeini and particularly the Supreme Leader of the Islamic Revolution, Ayatollah Khamenei, the foundational theory shaping the essence of governance in the Islamic Republic of iran is the "Revolutionary System Theory". This theory, which defines the characteristics, Dos and don'ts, indicators and necessities of proper governance in revolutionary Iran, is abundantly found in Imam Khomeini's discourse and is prominently articulated by the Supreme Leader of the Islamic Revolution, Ayatollah Khamenei, especially in recent decades.

In this research, the primary question and issue involve determining the indicators of the governance model based on the Revolutionary System Theory. Utilizing a documentary research method, the initial indicators of the revolutionary system in various governance domains have been developed. Furthermore, through in-depth interviews with a selection of governance and academic elites, two categories, namely "Model and Implementation Strategy of the Revolutionary System" and "Performance Indicators of the Revolutionary System," have been proposed as solutions and indicators aligning with the governance model based on the Revolutionary System.
