Identifying and analyzing drivers affecting the future of participatory governance in Iran and future scenarios

Abstract

Governance is a concept born from the theory of institutionalism, it is the result of the participation of three institutions, the private sector, the government and the people. Participatory governance is based on the fact that governments alone are not responsible for managing society at all levels, but they are one of the factors responsible for managing society and coordinating, facilitating and creating the basis for the role of other sectors. In Iran too, the transition to participatory governance, and to be more precise, popular governance in the path of progress and realization of the goals of the second step of the revolution, is an inevitable thing that has been specified in different chapters of the constitution; which will be formed in a sublime and native form in the connection with the middle rings. The main question is, what are the drivers influencing the future of participatory governance in Iran? By emphasizing these drivers, what scenarios can be designed for this issue? In this research, in the first step, experts were asked to express the issues affecting the future of participatory governance in Iran from their point of view. In the second step, the numerical weighting of the drivers in the cross-analysis table was done by ten experts, and the data was analyzed using Micmac software, and finally, the future scenarios of participatory governance in Iran are depicted. the fourth scenario; Going through participatory governance and realizing popular governance with institutionalization and new capacity building for the presence of popular institutions is the most favorable scenario. which requires the adoption of measures to realize ideal conditions and transition from the conditions of the first and third scenarios.
