The circulation of political elites is considered as a political necessity in the development of social justice, the lack of circulation of elites in the political sphere of societies causes the concentration of power and provides the basis for its misuse. In fact, the circulation of political elites has different effects and consequences in different dimensions. In such a way that this movement not only leads to the strengthening of democracy and fair distribution of power, but also has significant effects on the efficiency of the political system and the strengthening of civil society. The main question of the research is what are the obstacles that contribute to the lack of circulation of political elites and ultimately the redistribution of political power in the Islamic Republic of Iran? The present article tries to analyze the discussion of the circulation of elites in the Islamic Republic of Iran by using the descriptive-analytical research method and by using Weber's theory of bureaucracy. The conclusion of the research shows that the lack of circulation of political elites vertically and instead the circulation of managers in the political system of the Islamic Republic of Iran has weakened the redistribution of political power in the Islamic Republic of Iran. Factors have been identified as obstacles, if they are removed, this problem will be solved.
