Introduction
This section highlights the importance of evaluating the effectiveness of international human rights mechanisms in addressing widespread violations, particularly in the occupied territories. It also emphasizes the necessity of preventing human rights violations and ensuring sustainable peace as fundamental objectives of international law.

Materials and Methods
This study employs a descriptive-analytical approach and relies on library-based research. It compares the efficiency of existing human rights mechanisms through a case study on the crimes committed by the Zionist regime in the occupied territories, assessing their deterrence power.

Discussion & Result
• Lack of deterrent power in human rights mechanisms: The study finds that these mechanisms have been ineffective in preventing the expansion of crimes committed by the occupying regime and lack coercive enforcement measures.
• Need for reform and enhancement: The study proposes the upgrading of the Islamic Declaration of Human Rights (IDHR) as an alternative framework for effective human rights protection.
• Comparative advantages of Islamic human rights discourse: The findings highlight key principles such as divine centrality, the interrelation of rights and duties, and a non-politicized approach, which distinguish Islamic human rights from Western-origin frameworks.
• Existing shortcomings in the IDHR: Despite its internal deterrence mechanisms based on religious obligations, the non-binding nature of the IDHR necessitates reform to enhance its enforceability.

Conclusion
• The need for a revision of human rights instruments: The study suggests that the IDHR should be upgraded to a convention or another binding legal instrument to enhance its effectiveness at the international level.
• The pivotal role of the Organization of Islamic Cooperation (OIC): The OIC should play a key role as the legislator of the IDHR and lead efforts to strengthen its legal standing.
• Global applicability of the IDHR: The research concludes that, while maintaining its Islamic identity, the IDHR has the potential to become a comprehensive and binding international document capable of preventing major human rights violations.
