The Administrative Justice Court, as the highest administrative judicial authority in Iran, plays a crucial role in ensuring citizens' rights and overseeing the decisions of executive bodies. This research addresses the question: "What challenges does the Administrative Justice Court face in ensuring citizens' rights in the Islamic Republic of Iran?" The hypothesis suggests that there are weaknesses in the implementation of the court’s rulings, arbitrary interpretations of laws, and inefficiencies in certain oversight processes. The research methodology is descriptive and comparative analysis of the court’s rulings, using case studies of five rulings in various areas such as social security, employment, private property, financial transparency, and municipal oversight. The results indicate that, although the Administrative Justice Court has played an effective role in securing citizens' rights, the weak implementation of its rulings, lack of appropriate enforcement mechanisms, and differing interpretations by executive bodies have reduced its effectiveness. Additionally, a comparative analysis with the legal systems of Germany, France, and the United States reveals that in developed countries, there are stronger enforcement mechanisms for administrative court rulings.
