Due to the theoretical constraints, structural and operational limitations of the international system that have always been imposed on it, Iran's foreign and security policy has been mostly a passive security policy and has not been able to define independent agendas for itself. To explain the issue, it is necessary to answer these questions: What were the most important security threats to Iran in the field of foreign policy during the years 1989 to 2005?And in the meantime, how has Iran's activism towards security threat centers been regulated by each of these governments? To answer these questions, a descriptive-analytical method has been used with reference to library documents regarding the security policy of the Islamic Republic of Iran. The research findings indicate that some of the security threat centers of foreign policy in the Hashemi Rafsanjani and Mohammad Khatami governments have commonalities.And in many cases, the reform government's actions have been complementary to the policies of the construction government, and their foreign security policies are aligned. At the same time, the environmental dimensions of security threats in both governments include threats (objective-geographic/mental-psychological), levels of threats (international), in the thematic dimension (multidimensional), and their main actor in all cases, except for one case, the emergence of the first Taliban government in Afghanistan, has been the state.
