Geopolitical and geoeconomic shifts in the Middle East, particularly the recent 12-day and 40-day conflicts, have increasingly underscored the necessity of rethinking the theoretical and practical foundations of the Islamic Republic of Iran's foreign policy. The central problem of this study is to explain the possibility of transitioning from the dominant paradigm of security competition to a model of geoeconomic convergence under the persistence of domestic and international structural constraints. Utilizing a qualitative research method and a developmental-prescriptive approach, and drawing upon an integrated theoretical framework of "complex institutional-constructivist convergence"—which incorporates the assumptions of complex interdependence, neoliberal institutionalism, and regional functionalism—this study argues that enhancing Iran's regional power and influence in the new era requires complementing the logic of hard deterrence through the activation of geoeconomic capacities and functional institutionalization.
Accordingly, the proposed analytical model rests on three operational mechanisms: upgrading transit corridors into "shared value corridors," institutionalizing human security through the establishment of a "Regional Environmental Cooperation Association," and creating a decentralized digital platform for micro-trade alongside a regional clearinghouse. The findings demonstrate that these mechanisms can foster limited yet sustainable patterns of regional cooperation by increasing interdependence, lowering transaction costs, and expanding functional interactions. However, the structural success of this model remains contingent upon mitigating financial and sanction-related risks, improving Iran’s positioning within regional financial and trade networks, enhancing the predictability of economic governance, and striking a balance between security and developmental imperatives within the foreign policy decision-making process. From this perspective, the present study attempts to provide a realistic framework for the synergy between security and geoeconomics in Iranian foreign policy.
