This study compares the indicators of good governance in the Islamic Republic of Iran and Japan with a new institutionalist approach and specifically examines the rule of law index through data from international organizations such as the World Bank and the Global Justice Project. The main question is how different institutional structures in the two countries have affected the performance of the rule of law indicators? The research hypothesis is that the institutional patterns and distinct social structures in Iran and Japan have caused significant differences in the implementation of the rule of law. The research method in this article is qualitative, descriptive-analytical, and the data was collected and analyzed by taking notes from library and internet sources. The results show that Japan offers more stable governance with consistently high scores in the rule of law indicators, including civil justice and lack of corruption. The data show that Iran has fluctuated widely across various indicators and is below the global average, while Japan has achieved at or above the global average in most indicators. These findings highlight the role of institutional structures in the success or failure of good governance, particularly in areas such as judicial justice and fundamental rights.
