اتحادیه اروپا، بحران کرونا وسیاست هایی در برزخ دولت های ملی و نهادهای فراملی

چکیده

شیوع ویروس کرونا بار دیگر بحث در مورد معماری سیاسی اروپا و پیامدهای همگرایی اروپا برای استقلال و اقتدار دولت در اروپا را زنده کرده است. گرچه طی شش دهه از شکل گیری پروژه همگرایی اروپا همواره بحث در مورد ماهیت این پروژه میان دولت گراها و فراملی گراها وجود داشت اما بحران کرونا این نوسان آونگ را به نفع دولت گراها تغییر داد و این سوال را به وجود آورد که نقش و صلاحیت دولت ملی و نهادهای فراملی در مبارزه علیه کرونا تا کجاست؟ پژوهش حاضر در پاسخ به این سوال این فرضیه را طرح کرده است که ناکارآمدی نهادهای فراملی در پاسخ به کرونا، باعث تقویت دولت های ملی شده است. یافته های پژوهش نیز نشان می دهد که علی رغم تقابل ظاهری و اولیه دو سطح ملی و فراملی، شاهد همزیستی این دو سطح در مبارزه با کرونا هستیم و همانطور که موفقیت نهادهای اروپایی مخرج مشترک تصمیم های دولت های ملی است؛ نهادهای اروپایی نیز به نوبه خود با پشتیبانی و هموار کردن شرایط همکاری ملی کشورهای عضو در مبارزه علیه کرونا نقش بسزایی ایفا کردند.
پژوهش پیش رو به لحاظ هدف یک پژوهش بینادی- تئوریک و به لحاظ ماهیتی از نوع توصیفی است. روش گردآوری اطلاعات به‌صورت کتابخانه‌ای بوده است.

چکیده [English]

The outbreak of the corona virus has once again revived the debate over European political architecture and the consequences of European integration for the independence and authority of the state in Europe. Although there has always been debate among statesmen and transnationalists over the six decades since the European Convergence Project was formed, the Corona crisis has shifted this pendulum swing in favor of the state. Corona virous once again changed this pendulum swing in favor of the governmentalist and raised the question of how far the role and competence of the national government and transnational institutions in the fight against Corona? In response to this question, the present study has hypothesized that the inefficiency of transnational institutions in response to Corona has strengthened national governments.
The research findings also show that despite the apparent confrontation between the two national and transnational levels, we are witnessing the coexistence of these two levels in the fight against corona, and as the success of European institutions is a common denominator of national government decisions; European institutions, in turn, have played an important role in supporting the national cooperation of member states in the fight against corona.
