The issue of development realization and its types in economic, political, cultural and social forms has always been one of the concerns of thinkers and researchers in development studies. What are the contexts and factors that make development happen or not? The issue of development, especially political development, has been around in Iran for more than a century, and there are still many scientific and academic controversies over its principles, strategy, and ways to achieve it. In this research, an attempt has been made to examine the narrative of Hossein Bashirieh and Mahmoud Sari al-Qalam as two thinkers in the field of development studies in Iran. The main question of the present study is based on the fact that what is the political development and obstacles to its realization in Iran from the perspective of these two narratives? According to the research findings, Bashirieh tries to analyze development from the perspective of social and political structures with a sociological and historical approach. On the other hand, Sari al-Qalam emphasizes the Iranian anti-development mentality and personality in addressing the issue of development with an agent-oriented approach and has tried to discuss the reasons for not achieving it by analyzing and describing the current state of political development in Iran.
