This article examines the policies supporting women heads of households as a vulnerable group in three contemporary Iranian political systems, namely Qajar, Pahlavi and Islamic Republic. The main question is that in each of these systems, what support approach has been pursued in public policies? The answer to this question is a function of the existence of policies that are realized only within the framework of the government institution and its welfare policies. The result of the research showed that in the absence of a modern government in the Qajar era, there is basically no definition of vulnerable social groups. With the formation of the nation-state in the Pahlavi era, the first welfare policy was created in order to institutionalize social security, although the group of female heads of the household was not identified as a specific group. But in the third period, i.e. the Islamic Republic of Iran, due to the emergence of revolutionary demands from the government as well as the growth of women's empowerment discourse, more complete support policies have been formed than the previous regimes. Examining the relevant policies, according to the requirements of the three time periods under discussion and especially the level of social demands in the dominant discourses of each period of innovation, is the present research. This article has been compiled in a library and descriptive-analytical way.
